Academic
appeal
A
candidate must lodge an appeal, where practicable, within 30 days
of receiving the assessment result. Where appropriate the candidate
should first approach the assessor concerned. Where the outcome
is not satisfactory to the candidate, the AMTC Principal should
be contacted in writing (mail/email), setting out:
- The circumstances
surrounding the issue
- Who was involved
- Why an appeal
is being lodged
- Any evidence
including dates and documentation
- The name
of any witnesses who could support the case
AMTC
will consider the appeal and the candidate will be notified in writing
of the outcome and the reason for the decision. Action will be taken
for each substantiated complaint. If the candidate is not satisfied
with the outcome, the appeal will be referred to an independent
person, who is agreed to by both parties, and the candidate will
have an opportunity to formally present their case.
Access
to records
We
maintain a record of training for every learner. If a learner does
not have an up-to-date copy of their training record they can request
one from the trainer or administration. Online records can be accessed
at any time.
Once
a learner has successfully completed nationally recognised training
certification is issued and sent to candidates within 21 days of
completion. In the event that a learner needs a replacement statement
of attainment or qualification after they have completed training,
they must submit a written request to administration.
Complaints
AMTC
has a fair and equitable process for dealing with grievances and
appeals.
Should
you have a genuine grievance (concern or complaint) with any part
of the implementation of a course/unit or other training, you will
have a right to a fair hearing at which you may state your concerns.
Facilitators and Assessors will develop an environment in which
you are not inhibited from raising concerns as they arise and in
which reasonable concerns are addressed expediently. Whenever possible,
AMTC will seek to remove concerns quickly and amicably.
If
resolution were not thereby achieved, you would then be invited
to detail the issue in writing on a form provided to the Principal,
AMTC, setting out;
- The circumstances
surrounding the issue
- Who was involved
- Why a complaint/appeal
is being lodged
- Any evidence
including dates and documentation
- The name
of any witnesses who could support the case
If
the grievance cannot be finalised satisfactorily within AMTC, the
assistance of a mutually acceptable arbitrator from within the marine
industry may be sought. After that, you would be advised to take
the grievance through legal avenues or relevant regulatory bodies.
A
learner/client must lodge a complaint, where practicable, within
30 days of the issue arising. A written response will be provided
within 21 working days.
Credit
transfer
AMTC
recognises qualifications and Statements of Attainment issued by
other Registered Training Organisations. A certified copy of a Diploma,
Certificate (and associated Statement of Result) or Statement of
Attainment must be submitted.
We
shall also assess a previously completed course or subject to see
if it provides equivalent learning or competency outcomes to those
required within the learner's current program. The Credit Transfer
application form is available.
Disciplinary
procedures
The
learner is expected to participate in the learning program, be respectful
of others, adhere to OHS requirements and show consideration for
all regardless of race, colour, religion, gender or physical disability.
In the event that these are grounds for disciplinary intervention
then this will be handled in the first instance by the trainer,
and if necessary by the AMTC Principal. A record of interview may
be put in the training file.

Skills are embedded in training and assessment. Information on the

Equity
and access
AMTC
is dedicated to providing training to all persons regardless of
background, age, gender, race, physical or learning capabilities,
education or background.
You
are invited to discuss, at an early stage, any difficulties you
foresee that may arise, or difficulties that actually occur, during
training. Staff at AMTC are available to help you find solutions
to such difficulties and/or access to support services for people
with special needs.
Fees and charges
Tuition
fees, and any associated charges for a program, are payable on enrolment
and are stated on the enrolment form.
Fees
cover course administration, Learning and Assessment Guides and
Training Record Book, provided reference materials, workshops and
AMTC-based facilitation and assessment procedures for a period of
eighteen months from the date of enrolment. Additional fees may
be payable by candidates not completing training and assessment
within that time frame.
Language,
literacy and numeracy
We
have procedures that support and recognise the learning needs of
individuals and will revise learning and assessment strategies to
match individual needs and address literacy or numeracy issues,
where possible, so that learners can successfully achieve the outcomes.
We may also refer a learner to TAFE for language, literacy and/or
numeracy support.
Learning
and assessment arrangements
We
work to provide an excellent learning experience and will provide
flexible arrangements for learning and assessment wherever possible.
If a learner believes that they will require special consideration
with either learning or assessment they may speak with the trainer
or contact Learning Administration.
Legislative
compliance
AMTC
complies with all legislative requirements relevant to training
delivery and assessment in the vocational sector and also the national/state
health and safety, workplace harassment, anti-discrimination and
privacy legislation. Any legislative or regulatory requirements
that are relevant to a program will be made known to the learner
prior to, or during, the first session.
Payments
Payments
for all services and materials provided by AMTC may be made by cash,
Money Order, Bankcard, Mastercard or Visa. Cheques and Money Orders
should be made out to Australian Maritime Training Centre. Payments
made by personal or business cheque will not be considered finalised
until proceeds are credited to AMTC Pty Ltd. Receipts will be issued
for all payments received.
Normally,
fees for courses or separate units are payable in full at the time
of enrolment. AMTC extends credit for the provision of services
only in exceptional circumstances and then only after the negotiation
of a private agreement on fee payment with, and at the discretion
of, AMTC Pty Ltd.
Privacy
AMTC
takes seriously its obligation to safeguard the privacy of client
information. Except as required by the Standards for Registered
Training Organisations and by Law, AMTC will obtain client consent
before the release of information to any third party. Trainees may
access personal records relating to themselves only. This may be
arranged by contacting the Office Manager on 0755 710 836. AMTC
may be required to provide trainee contact details (names, telephone
numbers, addresses and email addresses) to the Training and Employment
Recognition Council as part of an audit process to enable TERC to
interview trainees about the training provided by AMTC.
Reasonable
adjustment
We
are committed to providing training and assessment services that
reflect fair and reasonable opportunity, and consideration for all
regardless of race, colour, religion, gender or physical disability.
Trainers and assessors apply the principle of reasonable adjustment
where it is relevant and appropriate. If a learner/client has a
concern or query about an issue they should speak with the trainer
in the first instance or the AMTC manager if it is more appropriate.
Recognition
of prior learning
Recognition
of Prior Learning (RPL) is an assessment process that assesses an
individual's non-formal and informal learning to determine the extent
to which they have achieved the required competency outcomes. It
involves collecting evidence and making judgements on whether competence
has been achieved. RPL is available to all learners. The RPL Application
form is available. Fees charged for units credited through RPL may
be up to the same as those for the same unit(s) completed through
course work.
Refunds
Fees
are not payable until the commencement of a course or other service.
Any payments received in advance of the delivery by AMTC of a course
or services are fully refundable up until the time of course commencement.
Course commencement is taken to be the date of dispatch of Learning
and Assessment Guides.
Should
a participant, after the commencement of a course/unit, be unable
to continue because of illness (medical certificate required), extreme
personal hardship or other bona fide reason agreed to by AMTC, he/she
will be given the opportunity to transfer to a later course or fees
may be refunded on a pro-rata basis. We must be advised of inability
to continue in writing or by email.
Selection
and induction
Programs
offered publicly are open to all learners, subject to any pre-requisites
or special enrolment conditions that apply to a specific program,
and application must be made by completion of the enrolment form.
Learners will be made aware of the contents of the program, any
special conditions and the assessment requirements prior to, or
during, the first session.
Support
services
If
a learner is experiencing difficulties for personal or study related
reasons, they should firstly direct their concerns to the trainer,
where appropriate, or directly to the AMTC Manager. Where study
related issues are involved the trainer will assess the situation
and provide support and guidance. Where the matter is beyond the
scope of our organisation, the AMTC Manager may recommend an external
counselling service.

Certificate II in Transport and Distribution (Coastal Maritime Operations
- Coxswain)
Description
This
qualification is a marine authority endorsed credential for people
who are seeking qualifications to work as a Coxswain. Successful
candidates who also meet marine authority requirements can take
charge of commercial vessels of less than 12 metres in length and
fishing vessels less than 15 metres in length involved in inshore
operations. Some of the units in this qualification are also required
to operate as a deckhand on commercial (including fishing) vessels.

Accreditation
This
qualification is taken from the Transport and Distribution (Coastal
Maritime Operations) Training Package and is placed at level 2 on
the Australian Qualifications Framework (AQF).
Eligibility/entry
requirements
This
is a practical qualification and assessment tasks are work focused,
therefore learners must be working in an appropriate role in the
maritime industry.
There
are no educational pre-requisites, but in circumstances where it
is considered that a learner's language and/or literacy skills may
not be at the required level, the language and literacy indicator
designed for this qualification will be used to determine whether
a learner needs assistance.
The
issuance of a licence by a state/territory marine authority may
also be dependant on the candidate meeting additional criteria including
sea time, age and medical and eyesight standards. Marine authorities
issue notes for guidance on licence pre-requisites.
Delivery
mode
The
program will be delivered flexibly. There will be a combination
of off-the-job and on-the-job training. Off-the-job includes workshops,
tutorials and practical simulations and on-the-job includes learning
activities, work experience and workplace tasks. Learning is supported
by independent research and a range of practical activities.
Program
content
The
training program covers 18 units of competency taken from the Training
Package. Of these 16 units are required to achieve this Certificate
and the corresponding open commercial licence. Units may also be
achieved separately or in skill sets leading to a National Statement
of Attainment. In particular, skill sets may be appropriate for
those seeking job roles as deckhand or limited Coxswain.
Assessment
A
range of assessment strategies is employed for this training program.
Strategies include assignments and practical tasks, knowledge tests,
worksheet projects and skill demonstrations. Candidates will be
required to successfully undertake workplace tasks under supervision.
Recognition
of prior learning
Students
are able to apply for recognition of prior learning for individual
units of competency.
Credit
transfer
Units
from this qualification that are also contained in other qualifications
recognised under the AQF will be recognised for credit transfer
purposes.
Entry/exit
points
A
student may exit from this qualification at any time with a Statement
of Attainment for any units of competency completed successfully
up to that point.

unit.
